Check your Event Log via the Event Viewer on your Console machine. If you see .NET Framework errors then you will need to repair or uninstall and then reinstall .NET Framework. If the .NET Framework is corrupt Admin Arsenal (or any application which is dependent on .NET Framework) will not function.
