Why did Microsoft remove the countdown feature from the standard Windows Shutdown window? Are there any options to display a countdown?

It appears to be a limitation with Vista. I have contacted Microsoft for confirmation. I'll post back when I find out an answer.

I have confirmed with Microsoft that this is a change in Vista. No more countdown timer is shown. That means, if no message is used, the user gets no warning at all that the system is about to be rebooted.
